This particular media event has come under fire for being somewhat staged, but its not like troops weren't refusing to complete missions because of their frustration about the lack of armored vehicles already. And from what my husband tells me of how things work, troops are technically within their rights to refuse to follow orders in this kind of situation. If their commanding officer tells them to do something they know is illegal or goes against protocol, they are supposed to refuse to do it. Going on an unarmored fuel convoy that has a 70% chance of being attacked must violate some safety protocols for putting servicemen at risk or something.
